Grant Assistance for Grassroots Human Security Projects
  • Overview
      • 　The Government of Japan introduced the Grant Assistance for Grassroots Human Security Projects (GGP) in 1989 in order to respond to the diverse development needs of less developed countries like Tonga. Consequently, in 1990, the note verbal to adopt the GGP was exchanged between the Governments of the Kingdom of Tonga and Japan, and by 2012, 242 projects had been implemented worth a total of approximately 11.3 million USD.
      • 　Through the Embassy of Japan, GGP supports small projects, not exceeding 10 million yen, proposed by various bodies such as local government authorities, educational/medical institutions, and non-governmental organizations (NGOs).
      • 　GGP provides flexible and timely support to small-scale development projects, which aim to improve the social well-being of the people at the grass-roots level.
      • 　The "Grant Assistance for Japanese NGO Projects" assists with economic and social development grass-roots projects and is implemented by the relevant Japanese NGO in less developed countries. Similarly, the "Grant assistance for Cultural Grassroots Project" supports cultural and higher education projects conducted by non-profit organizations, including non-governmental organizations (NGOs) and local authorities that are active at the grass-roots level in developing countries.

    • Results by Field and Area
      • 　By 2012, 129 projects had been implemented for the upgrading of schooling institutions which include kindergartens, primary schools, junior high/high schools and vocational training schools. In addition, 98 projects had been implemented in the public welfare sectors, which include projects such as the provision of water supply systems.
      • 　Half of the above mentioned projects had been implemented in Tongatapu, where 70 % of the Tongan population reside. These projects assist with the bBasic Human Needs and human security issues of the People of Tonga.
  • Project Policy
      • 　The GGP mainly targets areas that aim to improve Basic Human Needs such as projects that are highly beneficial at the grass-roots level and those that require timely support on humanitarian grounds.
      • 　The following budget items cannot be financed in terms of encouraging voluntary efforts :
      • a. Projects that have uncertain benefits for grass-roots activities such as assistance for research by advanced academic institutions and capacity building of the recipient organization.
      • b. Projects limited to commercial activities and creation of employment of particular individuals and organizations, and that have uncertain direct benefits for grass-roots activities.
      • c. Culture, art and sport projects that are less related to economic and social development.
      • d. Projects with a political or missionary purpose or the intention of military use.
      • The following budget items cannot be financed in terms of encouraging voluntary efforts :
      • a. Operating expenses such as office expenses and staff salary
      • b. Maintenance expenses for materials given by projects and contingency funds
      • c. Social preparation or mobilization expenses
      • d. Assistance towards afor particular individual such as scholarship, rent, puarchase of clothes, stationeries and food
      • e. Purchase of land
      • f. Fund research whose benefit effectiveness is uncleart for the grass-roots level
      • g. Payment for customs, VAT, and duties, registration/license/certification fees etc.
      • Water/sanitation pipe and electric wire connectionng to each household in projects of water and electrification.
