Japan’s GGP Handover of Evacuation Centre and Community Hall for Koulo Village

On 1 April 2026, the handover ceremony for “The Project for the Construction of an Evacuation Centre and Community Hall in Koulo Village” was held in Ha’apai.
 
H.E. Mr. INAGAKI Hisao, Ambassador of Japan to the Kingdom of Tonga, handed over the newly constructed Evacuation Centre and Community Hall to Koulo Village. The ceremony was attended by Dr. Siale Hausia, Acting Governor for Ha’apai, officials from the Ministry of Finance along with many local residents, who gathered to celebrate the completion of the project.
 
In his remarks, Ambassador INAGAKI referred to the damage caused by the tsunami in 2022 and stated that the community hall was constructed with the aim of ensuring the safety of residents during disasters and strengthening the country’s overall disaster preparedness capacity. He also expressed his hope that the project would contribute to building a more resilient community.
 
Acting Governor Hausia expressed his sincere appreciation to the Government and people of Japan, noting that the construction of the community hall represents a significant contribution to a small community such as Koulo Village.
 
This assistance was provided in response to a request from the Koulo Community Committee, the recipient organization, as the development of an evacuation facility had become an urgent issue for the village. The Government of Japan supported the construction of a new facility that serves both as an evacuation centre and a community hall.
 
The Grant Assistance for Grassroots Human Security Projects (GGP) was introduced to the Kingdom of Tonga in 1990 to address development needs at the community level in developing countries, and more than 300 projects across various sectors have been implemented to date.
